Cincinnati's University Hospital moves to send psych cases to other ERs
When Cincinnati police pick up someone who appears to be severely mentally ill, University Hospital is their first stop. After discussions with University officials, the Cincinnati Police Department might change its policy on psychiatric emergencies. As of June 29, officers will take such patients “to the nearest emergency department of facilities with inpatient psychiatry services,” according to a letter sent by University to other hospitals.

Psychiatric services faulted at many hospitals in Iowa
Several Iowa hospitals, including one at the center of a controversy involving the shooting death of a Parkersburg coach, have been accused in recent years of discharging psychiatric patients before they were stabilized. The problems in Iowa are not unique. Nationally, patient access to hospital psychiatric services has long been an issue. Hospitals have been fined for discharging psychiatric patients prematurely and have faced lawsuits for boarding mental health patients in emergency rooms for days on end.

As waits continue to grow longer in the emergency room, patients need to think about what to do if they feel that they're not getting the attention they need in an already overtaxed ER. According to a report out this week, the average total waiting time in a U.S. emergency room in 2008 was four hours and three minutes, a 27-minute increase in nationwide average wait times since 2002.

An expert in health care law said Friday that Tri-City Medical Center's suit against Scripps Health Inc. could have merit in one aspect if Tri-City can back up its claims that Scripps is forcing patients to travel to distant facilities for treatment. "If, in fact, Scripps is telling their Medicare or Medi-Cal patients, for example, that 'you can only go to Scripps Clinic or a Scripps emergency department,' that's very questionable," said Brian Liang, a Harvard-educated law professor who teaches at the California Western School of Law in downtown San Diego.
